Dr Julian Lewis: For the best part of 50 years, Britain gave sanctuary to the Governments in exile of the occupied Baltic states. If, as appears likely, Ukraine gets overwhelmed, will we offer to give sanctuary to a Government in exile, pending Ukraine’s future freedom?
