Sir Julian Lewis: I know the Government will be doing their best to protect potential future victims of early release offenders, particularly those who were in jail for domestic abuse or other fixated behaviour, but it is not good enough simply to try to improve tagging measures; what one has to do is to improve the ability of potential victims to summon help if attacked again. Can the Justice Secretary confirm that the Government will make a unified representation of how such potential future victims can protect themselves – for example, by emergency alarms being fitted as a matter of routine?
