It is one of the widest definitions, which countries use internationally. Therefore, as my right hon. Friend implies in his question, it does include people who may have died of something else, but with covid. Nevertheless, each of these deaths we should work to avoid. The best measure, according to the chief medical officer, is the total number of excess deaths compared with this time of year last year. That is elevated now and we need to get it down.]
