Dr Julian Lewis: As the expenditure on all the equipment that we have rightly been supplying [to Ukraine] is operational, will the Minister confirm that it is coming from the Treasury reserve and not from the normal annual defence budget? I gently remind him and the House that, in the first half of the 1980s, we were spending not 2.3% or even 3% of GDP on defence; we were spending between 4.7% and 5.1% of GDP on defence.
