Sir Julian Lewis: I would like to think that if this Minister were Secretary of State, we would not be in a situation where 23,000 people were signing an online petition protesting against the carve-up of the New Forest in this local government reorganisation. Can she tell me: is there any truth in the report in The Times on 18 June that the Secretary of State had overruled professional advice from civil servants in three separate Departments to impose a gerrymandered solution on Essex county council?
