Sir Julian Lewis: How can it be justified for a unitary authority to be formed that rips the waterside away from the New Forest, and places it under the control of Labour-dominated Southampton, when the building blocks of the new unitary authorities were stated by the Government to be the existing areas covered by district and borough councils?
