Dr Lewis: The Minister has several times mentioned the policy of urging and condemning, but the Government do have considerable financial leverage by way of the huge international development budget. ​Do the Government have a policy of using that budget, quite legitimately, to put pressure on Governments who abuse human rights, such that if they want to continue to get large amounts of aid they will have to mend their ways?
