Dr Julian Lewis: A number of Governments are known to have invested heavily in what might be termed “offensive cyber”. Given that we must do everything we can to protect our own systems, are there any messages we can send to such Governments about the consequences that would follow for them if they were unwise enough to launch a cyber-attack against this country?
