Dr Julian Lewis: Some time ago, the Labour party abandoned the block trade union vote for use at Labour conferences, and yet it has allowed it to continue for the choice of Labour leader in Wales. Why does Labour have a higher regard for democracy at the Labour party conference than in choosing the Labour leader in Wales?
