Dr Julian Lewis: The hon. Member for Rhondda (Chris Bryant) was surely right in drawing attention to the fact that this may not have been an accident – it may have been deliberate. In a week when the director general of the security services has warned us against complacency, and bearing in mind the train bombings in Spain during the election campaign, does the Secretary of State think that, in considering what level of investment is proportionate, we must take into account the fact that there is at least a possibility that this event will encourage some people who wish to engage in serious terrorist acts to do this sort of thing deliberately?
