Dr Julian Lewis: Does my hon. Friend [John Maples] agree that the key point about a common foreign and security policy is not simply whether European NATO states and EU states that are not in NATO agree to work in harmony on defence issues, but whether a majority of those states can impose a defence or foreign policy commitment on a minority of those states that might disagree?
