Dr Julian Lewis: I thank the hon. Gentleman [Alan Whitehead], who is my neighbour, for giving way. Did not one reason why local government had a bad reputation lie in the antics of a man who subsequently became the hon. Member for Brent, East (Mr Livingstone), when he was in command of local government in London? Is not Labour so traumatised by that memory that the Government are doing everything they can to make sure that the hon. Gentleman never again has another senior local government position?
