NATIONAL FLEET AIR ARM MEMORIAL
[This Motion was supported by 100 Members of Parliament.]
That this House welcomes the proposed national Fleet Air Arm Memorial in honour of more than 6,000 men and women who gave their lives in service with the Royal Naval Air Service and the Fleet Air Arm from 1914 to 1918 and since 1938, respectively; acknowledges the vital role played by naval aviation in defence of freedom during the 20th century; recalls the 40 battle honours won in two world wars and in subsequent campaigns, including Korea, Borneo, the Falklands, the Gulf and the Adriatic; and believes that the unveiling of the Memorial in June 2000, in Victoria Embankment Gardens outside the Ministry of Defence, will be a fitting tribute to those who have died and an inspiration to future generations.

LEGALITY OF BRITISH NUCLEAR WEAPONS
Amdt. line 1:leave out from 'welcomes' to end and add 'the interview given to The Express newspaper of 22 October 1999 by the Sheriff in the Scottish court case about the legality of British nuclear weapons and damage done to nuclear weapons-related equipment in which she explained that there had been 'a huge misunderstanding'; that she 'never said nuclear weapons were illegal'; that she may have made a wrong decision as she is not an international lawyer; that she had not ruled that Britain's Trident nuclear deterrent is illegal; and that it would have been better if this case had been heard in the High Court rather than in front of her as 'a little person doing a job'.'

CONDUCT OF THE SECRETARY OF STATE FOR THE ENVIRONMENT, TRANSPORT AND THE REGIONS AND CORRESPONDENCE WITH HONOURABLE MEMBERS

That this House notes with concern the failure of the Secretary of State for the Environment, Transport and the Regions [John Prescott] to respond to a letter from the honourable Member for New Forest East when originally sent on 16th March and when faxed to his office on 25th May; further notes that the only matter discussed over the telephone by the Secretary of State's and honourable Member's offices was the Secretary of State's repeated failure to reply; therefore deplores the misleading written Answer on 8th July to a written failure to reply; therefore deplores the misleading Written Answer on 8th July to a Written Question from the honourable Member for New Forest East, in which the Secretary of State wrongly stated that his reason for repeatedly failing to reply, was that 'the matter was dealt with by our offices over the telephone'; and accordingly calls upon the Secretary of State to handle his correspondence from honourable Members properly in future, rather than seeking to shield his incompetence and discourtesy.

PENSIONS AND THE ARMED FORCES

That this House acknowledges the unique role of British servicemen and women currently deployed on hazardous operational tasks in the Balkans, the Middle East and elsewhere; recognises Parliament's responsibility for protecting the well-being of those who are prepared to lay down their lives in the service of this country; accepts its duty to ensure that adequacy of service and war pensions and benefits; and therefore urges the Government to require the Secretary of State for Defence to report annually on service pensions, war disablement pensions and war widows' and widowers' pensions.

leave out from "House" to end and add "recognises that nuclear deterrence played a vital role in holding Soviet totalitarianism in check until the end of the Cold War; realises that mass destruction weapons cannot be disinvented; notes that, despite the signing of the 1972 Biological Weapons Convention, it took 20 years before the huge scale of Soviet secret biological weapons production was revealed; and anticipates that a nuclear-free world, even if achieved, would lay peaceful countries open to chemical or biological blackmail by future dictators and would again make the world safe for conventional conflicts between former nuclear powers.".
