Sir Julian Lewis: To ask the Secretary of State for Defence, with reference to the 2025 Hague Summit Declaration committing NATO allies to investing 5 percent of GDP annually from 2035 in a combination of (a) core defence requirements and (b) defence-and-security-related spending, whether expenditure on non-MOD intelligence agencies will be included in categories (a) or (b) above; what other types of expenditure will be included in each of those categories; and whether the calculation of the totals to be spent on future core defence requirements will be on the same actuarial basis as that used in the UK since the financial year 2015-16.
