Dr Julian Lewis: In support of what the hon. Gentleman [Mike Hancock] is saying, I draw the attention of the House to the fact that the rules for the allocation of blame in such accidents state that dead flying crew should never be blamed unless there is no doubt whatsoever that they were responsible. As the Chinook crash [on the Mull of Kintyre in June 1994, when four aircrew and 25 intelligence officers were killed] remains a mystery, there is doubt. The rules are therefore being broken and the men are unjustifiably being blamed.
