Dr Julian Lewis: The Liberal Democrats currently hold the balance of power in this Chamber, and it has been suggested that if the programme motion is not passed tomorrow and if the Bill does not pass, Liberal Democrat Members will vote against the boundary changes. [Interruption.] I am glad to hear them saying that that is the case. Does the right hon. Lady (Hazel Blears) agree that that illustrates what they would do if they were to hold the balance of power in the Upper House? They would hold Parliament to ransom over every issue that suited them.
